What does “creation” of a record mean?

Answer:

Sometimes agencies are asked for records that contain information in a manner that is simply not kept by the agency in the form of a record.  

For example, a requestor may ask for all crash reports involving pink cars.  The Pensacola Police Department does not have such an existing record that would only include crashes involving pink cars.  The law does not require an agency to then create that record for the requestor.   In such a situation, however we can provide the requestor with all crash reports during a time frame that they have selected and they can create their own record of reports that only include a pink car.
